https://github.com/w3c/clipboard-apis/pull/175 is specifying the order of types. Once that PR is merged, it makes sense that we follow the specified behavior.

Bug 1766924 is a known webapp issue, however a workaround is available for that webapp. Moving to S3.

That PR was a huge change, including a new feature. We don't yet have a concrete plan for implementation yet.
I was guessing the interest of the timeline for this issue resulted from resolving bug 1819108 ? Edgar is working on a patch in bug 1854747, which may help that Skype webcompat issue.
